English Local Authorities Plan to Sell Off Community Hubs and Sports Centres to Manage Finances

According to a latest study of municipal councils, UK councils are planning to sell community centers, athletic facilities, and shopping arcades as they rely on a fire sale of properties to stabilize finances.

Increasing Fiscal Challenges Prompt Asset Sales

A coalition of councils for major urban areas in England stated that 60% of councils are planning to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Councils have previously come under fire for selling playing fields and land to support their budgets, but they contend they must proceed to raise vital cash from asset sales or face insolvency.

The group noted that a significant number of councils seeking to raise money from a quick sale of assets represented “a distinct shift from 2024, when the largest share (60%) of municipal officials said they would prioritise service redesigns and using savings to weather growing fiscal pressures.”

Specific Cases of Proposed Sales

Medway Council in Kent announced its asset disposal plan included the sale of a shopping centre in Rainham and a community venue in Rochester to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and business parks held in Worcestershire and Suffolk, which all generate rent for Medway council, will also be sold under the plan.

Council Tax Rises and Broader Fiscal Pressures

The survey of local authorities in the key cities group, which includes several urban centers, also found that over seven in ten of councils will need to increase council taxes next April to cover the growing cost of essential services, increased rates of homelessness, and a longstanding housing shortage.

The authority explained it will proceed with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but certain measures take time to achieve both better provisions and financial savings,” said Vince Maple.

He added: “There are demographic pressures which will continue to add to the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

National Trends and Forecasts

A survey of regional authorities this week also found local finances being strained by the growing number of young people and adults requiring Send support.

The County Councils Network projected that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they struggle to manage increased demand.

Government officials have put off planned reforms to the Send system until next year after a white paper setting out those changes has been postponed.

Deprivation and Funding Gaps

Based on the latest indices of deprivation (the Index of Multiple Deprivation) covering English councils, many key cities members were among the most deprived in England.

  • “Member cities like several major towns rank in the top 30 nationally under the latest deprivation indices,” said the study.

“Although only a single urban area is among the top 10 for disadvantaged communities countrywide, urban areas are far more likely to be in the most deprived fifth of England. The data highlights the extent of difficulties confronting municipal officials across major urban centers in the coming year,” the report concluded.

“Council officials have been explicit about the necessity for a equitable and lasting financial structure that accounts for and addresses the actual extent of disadvantage and demand,” said Michael Mordey.

“Without this, local authorities will continue to face impossible choices around which vital provisions to fund, and which to cut, to the detriment of their residents.”

One in five of councils have reduced or weakened social care provision in the past 12 months, the study found.
